DOG CONSTANTLY BITING SAME SPOT

I recently visited my stepmother and she has the sweetest dog Sammy. The problem is Sammy has a spot on his back leg he is constantly biting at. I asked my stepmother and she said the vet gave her a topical solution to put over the sore but Sammy just bites at it any way. Any suggestions as to what we should put on it?? Maureen
